List of Disciplinary Measures

This List outlines Disciplinary Measures which can be implemented by the Disciplinary Committee.  This Committee is empowered to impose any of the measures provided for in this List against member Schools, officials, coaches and players who act in contravention of their duties at specific matches or competitions. Moreover, this List also contains mandatory provisions for all Zonal Disciplinary Committees.

I.        Disciplinary Sanctions

(A)   The disciplinary sanctions which may be imposed on member Schools:

[a]                  to caution

[b]                  to censure

[c]                  to fine

[d]                  to annul matches and possibly to order matches to be replayed.

[e]                  to deduct or annul points

[f]                   to declare matches forfeit; in which case a score of 3-0 will be

given (however if the score already attained has a larger goal

difference than this it shall remain valid)

[g]                  to place bans on stadiums and venues

[h]                  to order matches to be played to the exclusion of the public

[i]                   to order matches to be played in neutral venues

[j]                   to bar from a current and/or/a future competition  These penalties may be combined.

(B)   The disciplinary sanctions which may be imposed on physical persons are:

[a]                  to caution

[b]                  to censure

[c]                  to fine

[d]                  to suspend for a specified   number  of matches and/or a

specified period

[e]                  to suspend temporarily or for life from all official functions.

These penalties may be combined.

II. Instructions regarding the application of disciplinary sanctions

  1. All the disciplinary sanctions provided for in this List constitute the minimum penalties. The Disciplinary Committee or the Zonal Committee shall be empowered to impose harsher sanctions if the gravity of the offence warrants it.
  2. Extenuating or aggravating circumstances shall be taken into consideration.
  3. Repetition shall automatically entail a harsher penalty.
  4. Refusal by a player to give his name to the referee shall always be sanctioned by suspension from a further match (in case of repetition to matches).
  5. If infringements are committed before kick-off or when the match is over the same sanction shall apply as those for the same infringements committed during the match (cf.-point III below).
  6. Suspensions shall come into effect immediately.
  7. A suspension may always be imposed for a specified period of time rather than for a certain number of matches.

III. Disciplinary Policy applicable for infringements committed or incidents occurring at matches or tournaments

A. CAUTIONS

The caution (without expulsion) of a player by the referee for: – – – – rough play

–    criticism of referee’s decisions, dissent etc.

–    disparaging remarks concerning referees, assistant referee(s) other players or any other person present at the match

–    misconduct

–    gamesmanship

–    temporarily leaving the field of play without notifying the referee

–    other unsporting behaviours

Punishment: to confirm the caution

Repetition:   (caution of a player who has already been cautioned in the previous match of the same competition currently being played, even if it is not the same type of offence)

Suspension for at least the next match of the same Division

Secondary caution during the same match and expulsion by the referee:

Suspension for the next match

B. EXPULSIONS

  1. Expulsions by the referee for:

–    rough play

–    violence

–    persistent complaints against decisions of the referee and assistant referee(s)

–    leaving the field of play as a demonstration of protest without previously notifying the referee

–    repeated misconduct despite previous caution by the referee

–    serious misconduct

–    repeated gamesmanship

–    insulting players, team officials or any other person present at the match

–    other serious unsporting behaviours

Punishment:   suspension for at least one match

Repetition:  (even if it is not the same type of infringement):

         Suspension for at least two matches

  1. Expulsion of a player by the referee for:

–    insulting the referee or assistant referee(s)

Punishment: suspension for at least two matches

 Repetition: suspension for at least four matches

  1. Expulsion of a player by the referee for:

–    Violence against another player, team officials or any other person present at the match

Punishment:  suspension for at least two matches

Repetition:  suspension for at least four matches

  1. Expulsion of a player by the referee for:

–    A serious act of violence against another player, team officials or any other person at the match (brawl, serious incident)

          Punishment: suspension for at least six matches

Repetition:   suspension for a specified period (at least 12 months)

  1. Expulsion of a player by the referee for:

– violence against the referee or assistant referee(s)

       Punishment:  suspension for a specified period (at least 12 months)

Repetition:  suspension for life

C.

  1. Misconduct of a team, even if the referee has already imposed several individual disciplinary sanctions on the players during the match itself.

Punishment:   according to the provisions under point 1 (Disciplinary sanctions)                                         

  1. Misconduct of a team (such as refusal to continue the match, abandoning the field of play, etc.) or of the officials, members or    players.

Punishment:        according to the aforementioned point 1 (Disciplinary sanctions).

  1. Lack of discipline and order in a stadium or outside a stadium before, during or after a match (invasion or attempted invasion of the field of play by spectators, throwing any missiles, letting or fireworks and rockets, other incidents).

Punishment:  according to the provisions under point I

(Disciplinary Sanctions), against the member School responsible for the organization of the match, taking into consideration the seriousness of the incident and/or whether there is repetition.

The Executive Committee reserves the right at any time to amend the aforementioned regulations regarding SSFL competition, by means of circular letters.
